For a two-year period, the Administrator of the EPA may not take any action under the Clean Air Act (CAA) with respect to any stationary source permitting requirement or any requirement under § 111 of the CAA (performance standards for new stationary sources) relating to carbon dioxide or methane.

Section 2. Suspension of Certain EPA Actions

For a two-year period beginning on the date of enactment, the Administrator of the EPA may not take any action under the Clean Air Act (CAA) with respect to any stationary source permitting or §111 requirement (performance standards for new stationary sources) relating to carbon dioxide or methane.

The prohibition does not apply to:

any action under part A of title II of the CAA relating to vehicle emissions standards,
-
any action relating to the preparation of a report or the enforcement of a reporting requirement, or
-
any action relating to the provision of technical support at the request of a state.

During the two-year period, no action by the Administrator (including actions taken prior to this Act) shall be considered to make carbon dioxide or methane a pollutant for any source other than a new motor vehicle or new motor vehicle engine.
