The Transportation and Climate Initiative
The TCI is a regional collaboration of 12 Northeast and Mid-Atlantic jurisdictions that seeks to develop the clean energy economy and reduce greenhouse gas emissions in the transportation sector.

Participating States:

Transportation, energy, and environment agency heads from the following jurisdictions direct the work of the TCI. The initiative is facilitated by the Georgetown Climate Center.

News and Updates

The TCI Sustainable Communities workgroup is exploring ways to measure the environmental and economic benefits of state-level sustainable communities efforts.  By working together as a region, TCI is helping to leverage state resources and foster sharing of states' experiences with sustainable transportation policies by providing standardized tools to measure outcomes in the same way.

The group is currently developing a set of measures that will be a resource for participating TCI states' efforts to track benefits and outcomes of state sustainable community efforts. Participants have identified 11 preliminary categories of measures, and are currently working with stakeholders to further develop and refine individual metrics and indicators within these categories...

The Transportation and Climate Initiative released a market overview and literature review today that provides an overview of plug-in electric vehicle (PEV) deployment in the Northeast and Mid-Atlantic states. 

The report assesses current electric vehicle and electric vehicle charging station technology, looks at the state of PEV markets, reviews the benefits of PEV deployment, and identifies the barriers and challenges to PEVs in gaining market acceptance. The document is intended to serve as a resource for consumers and policy makers who seek to better understand the nature of and challenges facing electric vehicle deployment in the TCI region.

Building on the rapid progress of the Northeast Electric Vehicle Initiative, state leaders in the northeast have begun developing a shared vision with some of the nation's leading clean energy companies to facilitate the deployment of clean vehicles and fuels in the region. 

At the most recent Transportation and Climate Initiative Summit in June, state leaders were joined by UPS, Coloumb Technologies, Nissan, National Grid, Tesla, and other leading companies for a discussion that was focused on the need to get more clean fuel vehicles on the street.

The companies emphasized that in addition to developing incentives for purchasing these vehicles, government leadership was what was needed most.

The Transportation and Climate Initiative announced this week that seventy organizations have pledged to help facilitate the deployment of electric vehicles in the northeastern United States - in large part due to work being done by states to develop the Northeast Electric Vehicle Network.

The network is a project of the Transportation and Climate Initiative and was launched in late 2011 to enable travelers to drive plug-in cars and trucks throughout northern New England to DC and everywhere in between.

Support for electric vehicles in the northeast continues to grow, and states participating in the Northeast Electric Vehicle Network are forging ahead with preparations for the mass market arrival of plug-in cars and trucks and the economic and environmental benefits that these vehicles can deliver.

Under a grant from the U.S. Department of Energy, northeastern states are working with stakeholders to build support for electric vehicles and remove barriers to the widespread deployment of EVs.  Most recently, participating states released an electric vehicle support pledge to continue building momentum and to demonstrate broad and deep support for electric vehicles in the region....

The Freight Efficiency workgroup within the Transportation and Climate Initiative recently commissioned a study by Dr. James Winebrake of the Rochester Institute of Technology to explore freight movement in the TCI region.  As Dr. Winebrake's study shows, more than 80% of all freight moved in TCI states is transported by heavy trucks, which often produce more greenhouse gas emissions than other modes of transportation.

The study looks at all truck, rail, air, and ship flows through the TCI region and provides data and context for regional plans, programs, and policies to improve efficiency and reduce the environmental impacts from freight transportation.  The results have also been shared with the Northeast Corridor Commission to...

Private- and public-sector organizations from across the country, including General Motors, Tesla, Coca-Cola, and Northeast Utilities, gathered with representatives from northeast states and clean cities coalitions recently to discuss ways to expedite the deployment of electric vehicles. 

The dialogue was the first stakeholder event held to discuss next steps for the Northeast Electric Vehicle Network. The states launched the initiative in October. 

A couple of suggestions raised by participants included:

  • Identifying best practices for incentives (both monetary and non-monetary) to encourage the sale of electric vehicles and the development of electric vehicle infrastructure.
