Fourteen States & D.C. Express Support for Final Rule on Measuring GHG Emissions from Highway System

On January 4, 2024, fourteen states and the District of Columbia wrote to the Administrator of the Federal Highway Administration (FHWA) to thank the agency for the November 22 adoption of the final rule for Assessing Performance of the National Highway System, Greenhouse Gas Emissions Measure. The letter was signed on the eve of the annual meeting of the Transportation Research Board of the National Academy of Sciences, which convenes federal state and local leaders from across the country to discuss the most pressing policy and research questions facing the nation’s transportation systems.  Signatories included heads of transportation agencies from jurisdictions representing nearly half of the nation’s GDP: Arizona, California, Colorado, Connecticut, District of Columbia, Hawaii, Illinois, Maryland, Michigan, Minnesota, New York, Oregon, Pennsylvania, Vermont, and Washington. 

“New clean transportation funding from the federal government further expands the ability of state DOTs and our partners to make measurable progress towards a cleaner, safer, more equitable and resilient transportation system,” the state leaders write. “While state DOTs play a critical role in the transition to a clean energy economy, they cannot do it alone. This common-sense rule will provide important and uniform data to help state DOTs, partners, and stakeholders work together to make progress towards a cleaner, safer, and more equitable transportation system.”
