National Electric Vehicle Infrastructure Program Equity Dashboard

The National Electric Vehicle Infrastructure Program Equity Dashboard summarizes elements related to the Justice40 Initiative (Justice40 or J40) in the National Electric Vehicle Infrastructure (NEVI) Program plans developed by U.S. states, the District of Columbia, and Puerto Rico, for the third year of the NEVI Formula Program. The dashboard is a resource to aid state policymakers as they update and implement NEVI State Plans, and to provide insights to members of the public who seek to better understand Justice40 Initiative implementation within the NEVI Program.

The dashboard resource was developed by Georgetown Climate Center in partnership with the National Association of State Energy Officials (NASEO), the American Association of State Highway and Transportation Officials (AASHTO), and Atlas Public Policy. 

The NEVI Program Equity Dashboard Contents 

The Overview and Methodology section provides an overview of the benefits to Disadvantaged Communities (DACs) that states plan to track, as indicated in NEVI State Plans. This section includes a map displaying which states are tracking each of the ten most commonly identified benefits, and a bar chart depicting the number of states tracking each of the ten benefits. The Overview and Methodology section also includes a chart displaying how each state identified and defined DACs in its NEVI State Plan.

The Strategies for Measuring J40 Benefits section of the dashboard summarizes states’ strategies for tracking benefits to DACs. Users of the dashboard can select a benefit from the dropdown menu to view a list of every state that included that benefit in their NEVI State Plan and the information listed in the plan for measuring or tracking that benefit.

About the NEVI Program 

The NEVI Formula Program is a $5 billion program established by the Bipartisan Infrastructure Law and administered by the Federal Highway Administration (FHWA). The NEVI Program allocates federal funding to states, Puerto Rico, and the District of Columbia to deploy EV fast charging stations along designated corridors. Each jurisdiction is required to develop a NEVI State Plan (updated annually) describing how it intends to use NEVI Program funds. One required element of the NEVI State Plan is an explanation of how each state will deliver benefits to Disadvantaged Communities in accordance with the Justice40 Initiative.   

About the Justice40 Initiative

The Justice40 Initiative is a federal commitment that at least 40 percent of the benefits of certain federal programs go to identified Disadvantaged Communities (DACs). The NEVI Program is one of many federal programs included in the Justice40 Initiative.
