While the challenges clean energy development faces at the local level are significant, they are not insurmountable. Best practices and resources have emerged that can help local governments, as well as project developers, address community concerns. Several state governments, including Connecticut, New York, Maryland, and Maine, have issued model ordinances that can help local governments and communities. For instance, New York’s Office of Renewable Energy Siting (ORES) has issued model ordinances for clean energy resources like wind and solar energy that suggest local laws on everything from decommissioning plans and land use regulations to comprehensive clean energy planning. Local governments have also led the way in establishing examples of how to provide developers, as well as state siting authorities, with transparent access to information about community priorities and concerns.
