Because they hold responsibility for zoning and permitting of EV charging infrastructure, local governments can play a very important role in ensuring the success of MHDV electrification. In two exceptional cases — California and New Jersey — state legislation sets out minimum permitting requirements that local governments must follow, with the goal of streamlining the process for charging station installation. However, in most states, no similar statewide framework exists. Even in a state with a statewide framework, local governments would still play a critical role, as local jurisdictions are ultimately responsible for adopting and implementing EV infrastructure zoning and permitting ordinances. We recommend that localities consider adopting an ordinance that updates the jurisdiction’s zoning code to clearly define medium- and heavy-duty zero emission vehicles and related charging station facilities, and to create an administrative process for the permitting and development of these facilities.
